GEAP Phase III:   Sustainable Electoral Reform

The Chairman of the Central Elections Commission of Georgia, Mr. Zurab Chiaberashvili  has asked the OSCE to continue co-ordination of international assistance for elections in Georgia after the 2004 Presidential and Parliamentary Elections, in support of  long-term sustainable reform of the Georgian electoral system.

While the Georgia Elections Administration Programme has alleviated immediate needs in support of free and fair elections in Georgia,  the dramatic November 2003 events and Programme activities have underscored the need for more fundamental and sustainable reform of the Georgian electoral system in support of long-term political stability in Georgia.  The most important areas to be addressed are:

  1. Support of Legislative Reform

  2. Election Administration Support

  3. Civil/Voter Registration
